RACHEL SKILLINGTON (she/her)

Rachel has experience working in strategic and legal policy roles across the government, legal and community sectors. Prior to working at dandolo, Rachel worked at the Victorian Department of Justice and Community Safety and Department of Premier and Cabinet where she was responsible for leading and developing policy and legislative projects related to courts, criminal law and procedure, police, youth justice, family violence and child protection. Rachel has experience in project management, stakeholder engagement and policy, strategy and legislative design.  

While working at dandolo, Rachel has worked on: 

  • An organisational review of a state Education Department and education system

  • An evaluation of a Commonwealth-funded digital skills cadetship pilot

  • Supporting two Aboriginal-led justice reinvestment sites to develop proposals for funding from government and philanthropic sources

  • Undertaking an environmental scan of responses to family and domestic violence across all Australian jurisdictions

  • Conducting research and developing a report on a child rights approach to youth justice across all Australian jurisdictions and identifying opportunities for national reform

  • Conducting data-collection project for a group of women’s shelters, to build a fuller picture of their client’s work and experiences and understanding the outcomes for women after leaving crisis accommodation

  • Developing a strategy, evaluation framework and implementation plan for a federal Gender Workplace Employment Agency

  • Undertaking a post-implementation review of a national skills Commissioner for a Commonwealth Department.

Prior to working at dandolo, Rachel worked as: 

  • A manager at the Department of Justice and Community Safety 

  • A senior policy and research officer at a Royal Commission 

  • A senior policy advisor at the Department of Premier and Cabinet 

  • A policy officer at the Department of Health and Human Services. 

Rachel has a double bachelor’s degree in Law and Arts from Deakin University.
